As a Cubs fan
I’m pleased that we didn’t lose anyone besides Miguel Sierra, who really is, for me, just another minor league arm. The minor league picks sometimes surprise me … but Sierra does have a decent arm. That said, eh.
I’m pleased enough with the Mike Parisi pick. I don’t have high expectations. That said, he does have a 4 pitch arsenal, looked good in AFL reportedly, and he does add a guy to challenge for an end of the rotation job early in the year (Lilly is going to be out, so 2 spots are up for grabs), with the potential to move to the pen as a long man. After all, his competition as of now, for 2 spots, is likely Tom Gorzelanny, Sean Marshall, Jeff Samardzija. I imagine the Cubs may add someone else, but it’s not an imposing group. A nice cheap gamble.

He let me down huge last year. Anyone who knows me knows I was extremely high on him before. I can see him starting and leading off for Pitt this year.

Sorry, but Raynor looks marginal to me. He looks like a decent bench guy thanks to his speed, but he’s limited to LF and it’s not like he’s a plus defender there. His 2007 and 2008 seasons were BABIP inflated and I’d be surprised if his 2010 season didn’t look like his 2009 season.

Probably Raynor I would guess
Seems like teams went for more polished, low ceiling guys this year rather than guys with tremendous upside as in years past.

Lofgren turns 24 next month.
All the Indians fans love the guy because of his comeback from adversity but he really is not the pitcher he once was. Command is a bit spotty and he projects more as a situational lefty now. It is a crapshoot but we are pleased with the exchange of Lofgren for Ambiz whose FIP is much better. No big deal but from our point of view, the Horwitz/Meyer exchange is helpful from an organizational viewpoint.

Roman numerals don’t appear anywhere in the CBA. Just good old fashioned numbers. Why people change it every year from Rule 5 to Rule V is beyond me.

Well the actual "Rule five" in question is not in the CBA either
It’s in the Rules of MLB, which are not public (for some reason or other… I’ve never understood that…). For all we know, maybe it is Roman type in the Rules of MLB.

The Rule 5 Draft is mentioned (twice, I think, but maybe more) in the current CBA
And it’s “Rule 5 Draft” there, so I’d imagine it’s the same in the MLB rules.
Also, Roman numerals appear everywhere in the CBA for whatever that’s worth.

It would be interesting to see...
a list of players that were Rule-5 eligible in the past that teams passed on and those players went on to perform well in the majors. Kinda like the Rule-5 Draft opps list from years past.
Phil Nevin sounds like a likely addition to that list but that is only guessing.

However, a different year they may have been.

AAA and AA Phase
Can someone explain how these two phases work? I know how players become eligible for the Major League phase. Thank you in advance.

Basically, each team gets an additional 35 "veto slots" for the AAA phase and another 30 for the AA phase
In addition to the 40-man roster, each team will file a 75-man and a 105-man “reserved list.” Any Rule 5 eligible player not on a 75-man list can be taken in the AAA phase. Then, any Rule 5 eligible player not on a 105-man list can be taken in the AA phase.
Those players are essentially just purchased from their old teams for a modest sum of cash (especially modest in the AA phase). They don’t ever have to be returned.

during the conference call yesterday, the guy doing the announcing (i think it’s Roy Cracik, but i have no idea if that’s the spelling), said any team with more than 38 players on the AAA roster could not make a selection. maybe this is just different since I know players selected in that phase can be put on any level of the minors.

I guess the more players you protect from the AAA phase, the fewer slots you have to take players in that phase?
