International Signing Thread
I was hoping we could use this thread to keep updates of all the international signings going on. Everyone can post any updates or any sources they find on theyre teams website or something. I have this so far:

There has been intrigue, rumors, and large amounts of money flying around with the opening of the signing period for nearly all of the top 16 year olds in Latin America beginning this morning.

Some scouts and agents started posting in the comments of the scouting reports article and 100 comments later, it turned into a liveblog of sorts of international rumors and facts. It’s still a comments section, so take it with a grain of salt, but there’s some good stuff in there.
ESPN Deportes broke the story that both the Rangers and Reds offered $5 million to Michel Inoa, but he stuck with the A’s offer of $4.25 million because of his comfort with their organization and confidence in their pitcher development system.
The Reds offered a $5 million big league deal and the Rangers went to $5.2 million in a standard minor league deal.
I had heard a few other teams involved on the high end of the Inoa sweepstakes, but the Reds and Rangers had the most buzz all along and now it’s clear why. This is proof that these teams are serious about Latin America, and also underlines a common July 2nd occurrence that I’ll touch on after the jump.

Some notes on done deals, or at least the ones that have leaked out so far, beyond Inoa’s $4.25 million to Oakland:
ESPN Deportes tags a few signings on the end of the Inoa story:
- LHP Carlos Perez to Atlanta for $600,000
- SS Anderson Felix to the Yankees for $500,000
- RHP Pedro Martinez to San Diego for $150,000
- SS Jimmy De Los Santos to Atlanta for $100,000
Mentioned in the comments and later confirmed:
- 3B Gustavo Pierre to Toronto
- SS Jose Osoria to Cleveland for $575,000
Padres.com has a press release on the elite talent San Diego has locked up:
- RHP Adis Portillo, $2.2 million
- SS Alvaro Aristy
- RF Luis Domoromo, $1.2 million
- RHP Elvin Tavarez
- UT Corey Adamson
The Padres aren’t messing around, with a spanking new $8.5 million academy in the Dominican and getting some top talent on the first day of the open period. You can check the release for info on the players, like Adamson, who is from Australia and I have little information on.
Aristy, Domoromo, and Portillo were long rumored to be headed to the Padres and are covered in the international scouting reports article. Tavarez, and many of these other players, have bios in Enrique Rojas’ international preview for ESPN Deportes.
Hat tip to commenter Paul, who led me to the link and mentioned some numbers that have been rumored for the last few weeks, and I was able to confirm Portillo’s and Domoromo’s bonuses, while Aristy is strongly rumored to have signed for $1 million and Adamson is said to have been paid in the $500,000 range, but I wasn’t able to get a solid number for Tavarez.

The Yankees have also made their signees official:
- INF Giancarlo Arias
- C/3B Jackson Valera
- OF Ramon Flores
- SS Anderson Felix
- RF Yeico Calderon
As mentioned above, Felix was for $500,000, and all of these players were fringe seven figure talents that the Yankees locked up early in the process. While the bonuses aren’t clear yet for all of these players, it appears all five were for below-market, value-type deals between $500,000 and $900,000.
Calderon, Flores, and Arias have reports in the scouting reports article, but, in short, all are excellent hitters with corner player type skills, though Arias may stick at second base. Felix is a hitability shortstop with gap-to-gap power likely moving to second base, and Valera keeps with the theme as a very good bat with plus power but no clear position.
The Yankees focused on guys with high-probability bats that they were able to get at below-market prices, all in an exploding market. This is a dynamic I’ll touch in the next article as the teams that were ahead of the curve and spending a lot of money in Latin America for many years are now trying to find ways to get solid values in a crowded market.
The big market, established teams are the ones with the infrastructure in place to pull off something like the Yankees did; the experienced scouts, relationships, reputation, know-how, etc. Notice how none of the traditional Latin powers are on these big, seven-figure talents, that it’s all relatively new teams trying to make a name for themselves. I’m sure the Mariners, Braves, Red Sox, and Mets list of signees will look pretty similar to that Yankees list.
The Rangers would be considered by some to be a traditional power (others would say it’s the group listed aboce), but it’s not uncommon for players to take less money on July 2nd from a scout/team they are comfortable with, that have a track record with the player, reputation, and tradition. Every year, a team wanting to make a splash makes a late play for top players and gets rebuffed, it just doesn’t always make the papers. While sometimes the player/agent take the money, taking less money is more common than many fans may assume. This open market doesn’t necessarily work like the MLB free agent market, and that’s part of the intrigue.
In the same vein, some good players never get seen by these other teams and some big market teams will get a player for $100,000 that they would’ve paid up to $500,000 for. Obviously, that becomes less and less common by the day. The days seem to be over where teams get a discount because a player grew up wanting to play for them; the scout that knew them when they were 12 is the new best way to get a player for a good value, hence the rush by many teams in the last few years to get the infrastructure of the big market teams in place.
The Braves made two signings in Taiwan, hat tip to reader George L.:
- RHP Wei-Chen Huang for $125,000.
- C Meng-Hsiu Tsai for $100,000
Reported by the Taiwan Baseball Blog, Huang is an 18 year old righty at 6′0, 185 lbs with a fastball that tops out at 90, with a curve and change. Here are some pictures on his agent’s web site of his press conference
Also from the Taiwan Baseball Blog, Tsai is a 5′11, 190 pound that shows an above-average arm and reportedly had interest from the Red Sox, Twins, and Mariners, as well.

he can sign with anyone so long as
he turns 16 before he ends his first minor league season. i believe there was a 15 year old latin signing last year who noone thought was eligible to sign last year because he was born on september 7th, but was signed and put into the northwest league as a 15 year old because of this loophole.

I can add a few things...
Baseball America has an article wrapping up the first couple of days, which includes mention of the Mariners signing Dominican LH OF Julio Morban and Nicaraguan RHP Jose Valdivia.
Also, re: Adamson, he’s from Western Australia and is the son of one of their local baseball legends. He also led their U-16 team to a championship back in January. Since he’s still finishing school, he probably won’t debut until 2010 or so.

On Raphael Rodriguez

that his agent Rob Plummer says where all his other clients are going before they are able to sign but when questioned about Rodriguez later in the article he says “No comment on SFO”. I personally think that only means one thing and that is R.Rodriguez is not a lock to go to the Giants and he is still shopping him. Guess we wont find out till the 12th?

normally I would agree
as I grow weary of fanboys hyping some random tidbit they hear about some 17yo they have never seen but this case seems to be clearly different. Major League teams clearly coveted him more than any Dominican in many years. Your usual talented teenager I wouldn’t put this high but there are some athletes whose skills, and future stardom, are so obvious from such a young age it would be foolish to not buy in.
Think about how even when BJ Upton was picked #2 overall scouts kept saying.. Just wait for Justin.
Or a guy like LeBron, Kevin Garnett or OJ Mayo. From age 15 onward everyone knew these guys were going to be NBA ballplayers.

Found this in the Dallas paper..
The Rangers were not at all happy about losing out on 16-year-old Dominican right-hander Michael Inoa to the A’s last week, and not just because Inoa cited Oakland’s better pitching-development program as his reason for signing with them.
The Rangers felt like the A’s, who gave Inoa a $4.25 million signing bonus, most ever to a non-Cuban pitcher from Latin America, violated the rules by cutting an early deal with the 6-foot-7, 205-pounder.
According to MLB rules, teams are not even allowed to discuss money with players before the July 2 deadline. The Rangers were prepared to offer a larger signing bonus — well over $5 million, according to some reports — and word on the street is that afterward Inoa’s agent told a Rangers official that they would have taken the bigger deal if they had known it was coming and hadn’t already committed to the A’s.
If that’s true, then the deal was always more about money than about pitcher-development reputations.
MLB wont really pursue this unless Texas makes a big deal over it. That being said, MLB does have the right to penalize Oak or void the deal. I dont expect much to come of it, just because its standard practice of MLB clubs, but Oak needs to be a little more careful in the future. Hopefully this will bring about a little bit more control on the international signing landscape.

MLB generally ignores Latin American rules violations, but there are whispers that it may look into the A’s signing of Inoa.

if the Angels made a deal before they were allowed, and it caused Inoa to rescind on a Yankee agreement, that means the Yanks were breaking the rules too. That would be like a bank robber getting mugged outside the bank and calling the cops.

by making everyone subject to the draft?
Of course, that might have the unintentional side effect of actually helping small market teams win, which wouldn’t fit the Selig agenda, would it. Guess I won’t count on it happening anytime soon.

but at the same time, the regular MLB draft should allow the best players to go to the worst teams. But without a strict slotting system, players are going to ask for more money than small market teams can feasibly pay on a regular basis, meaning talented players drop to the big market teams. The same will happen if they have an international draft. Plus, these kids could just not sign with the team that drafts them and instead go back into the draft the next season. If Player A gets drafted 1st overall by say the Pirates when he is 16 years old and refuses to sign because he doesn’t like the organization, then he goes back into the draft the next season where he lets it be known which 4 or 5 teams he wants to play for. He is only 17 now and most teams will pass on him because they know he is willing to sit out again, so he ends up falling to the Yanks, Cubs, or whoever.
Now, if MLB would take cues from the NBA and basically put in place a hard slotting system where players get certain bonuses depending on where they are drafted, and also, like the NBA say that if a team drafts a player, the player is theirs whether they sign or not, I think it could help a lot. Use that in the International and 1st Year Player Drafts. In the NBA, teams can draft international players and hold onto their rights for years, but if that player ever wants to play in the NBA, he will have to sign a contract (or force a trade) with the team he was drafted by. Imagine if the 1st Year Player Draft worked that way. A player doesn’t like that he was drafted 3rd overall as a high school senior by a crappy team. So instead of signing, he goes to college…. when he gets out of college, he still has that team waiting for him, he won’t be drafted again. The downfall is that it hurts the college game because players will no longer use it as leverage so many may go pro instead of going to college. But it takes some power away from the players.
I am sure there are a lot of holes in this idea, I just sort of thought of it on the fly so feel free to poke holes in it. I’d be interested to hear opposing thoughts.

the rangers are owed one
after hiring grady fuson a couple of years back, beane pitched a hissy fit after fuson was hired and asked for hank blalock or jason botts as compensation at the time… for grady fuson. I mean I know the guy is athletic and all, what with having to duck flying chairs in the draft room, but still. I believe this was in 2002, you know when those players were actually good/healthy.
Even as a rangers fan I would say it sounds like sour grapes if it were any team other than the whiny, egotistical athletics. Plus it says that mlb may look into it, not on the rangers behalf, but if i were nolan or jd i would personally want them to look into this, cause this whole thing smells fishy.
I'm sorry my parents never had me sarcamsized.
