Tampa Bay Rays Preliminary Prospects List
The first run gave me 52 guys worth looking at. I have pared that down to 40, listed below. I can't go above 40 per team. Some of the earlier teams I wrote up had more than 40, but I'm going to have to go and cut people out. I will eventually post the "cutting room floor" comments here once i know who they are.
Anyway, here are the Rays. If you want someone else considered, you have to suggest a cut too.

Not really sure
I would have to look at each system individually but off the top of my head the Rays are in the same class as the Jays, Braves, and probably a few other squads.

i would say it's
the Royals are the CLEAR #1.
Tampa, in my mind, is slightly ahead of Atlanta.
Then there’s a drop off slightly to the Blue Jays. Then another slight drop off to the Red Sox. Then a substantial drop off to the next level.

Kendall somewhat reminds me of cosart last year. Upside isn’t as high, but looks like a guy who just needs some innings and will surprise a lot of people.

My potential changes
1) Cody Rogers needs to be on here. I get that he has huge holes in his swing (causes low LD rate and therefore lower contact rates) but for a guy with as much speed as him and who hits the ball with some authority, his BABIP in the low minors will be higher than .231 going forward. Even if he never hits for even average contact, he physically has above average power and has a frame where more could develop as he bulks up. His speed is plus and makes him a rangy fielder, and while he has a weak arm he could hold down CF fairly well, he might not because he may be in Chalotte, playing with Ty Morrison in CF. He is a patient hitter, which, to me, is a great sign when he is as young as he is, but the aforementioned problem with swing mechanics does lead to a higher K rate. If everything pans out here he could be an above average defensive centerfielder with Mike Cameron-esque (I know, I hate overusing that comparison too), batting numbers, and while he is a real boom or bust prospect, I’d definitely take him over quite a few guys. Patterson, Newmann, Lara, Koronis, Henderson are definitely guys I’d take him over, and I’d also take him over the older relievers, but I understand their inclusion. I suggest putting Rogers in and taking out Koronis.
2) I’d have Jose Lobaton in there somewhere. He is old, but he is major-league ready to be the LHH part of the catching platoon (instead of Shoppach, as good as his bat is against lefties). He is a fairly patient hitter and has managed to lower his strikeout rate to more accepable levels. He doesn’t have a great bat, but it is only below average across the board, not putrid in either power potential or contact., and actually had a 22.8% LD rate in AAA this year. Combine that with a very good defensive catcher who has a future role to play (backup catcher and LHH part of the platoon with Jaso) and I feel like I’d rather have him than Ashley. I wouldn’t take out Ashley, though, I’d probably put him in for Marquis Flemming.
3) I also would love to hear continuing reports on Jeff Malm, and while I like Bailey and Glaesmann more, the fact that we have no depth at 1B throughout the system, I stil fee like Malm is our best ‘true-1B’ prospect. I guess his exclusion says something about reports on him (because the numbers were horrible), but I’d rather learn about him, even if he never puts it together. Maybe over a guy like Patterson?
4) My opinion of Matt Sweeney goes along the same line as Malm, and I was surprised to not see him listed at all. I really don’t know who I’d take out, though. I really want to learn about Henderson, but from what I know his stuff is too fringy to be true prospect material at this point, but I very well may be mistaken.
5) In terms of pure upside, Cesar Perez would be great to have more information on. Numbers are bad, but he is so young and fairly well-regarded that I’d love to know more, but, again, there really isn’t much to replace. I’d definitely take him over Koronis, Fleming, and Patterson, and potentially Henderson but if they’re all gone I might even look at taking Newmann out, even though I like him. These same comments go for Andrew Bellati who is just an interesting case in itself, but I don’t know if I’d take him over Newmann.
6) Just a couple typo, its Brett not Bruce Nommensen, and Bortnick is a SS/2B (unless they moved him, which is possible).
My suggested final changes (other than just adding names, which would be awesome =p)
ADD: Cody Rogers, Jose Lobaton, Jeff Malm, Matt Sweeney, Cesar Perez, Ian Kendall
DROP: Alex Koronis, Jimmy Patterson, Brandon Henderson, Marquis Flemming, David Newmann, Matt Gorgen
((notice an attempt to get some more positional guys in this incredibly pitching-heavy system))
other names to consider, but I wouldn’t take them over the proposed changes: Andrew Bellati!, Albert Suarez!, Darin Downs, Stephen Vogt
Even farther names to potentially consider: Devin Fuller, Kevin James, Ryan Reid, Jacob Partirdge, Jake Jeffries, Mark Thomas
Thanks for everything, though, John, and I don’t want this list to come off as a critique, just merely offering up suggestions. Its really really tough when you have a system this deep, to narrow it down to 40, and I only offered my descriptions of certain guys to explain my rationale, not because I think you don’t know/see that stuff. You have reasons for keeping some of “my guys” (Rogers in particular =p) off, just wanted to present an argument to have him on.

But Downs signed with the Marlins, and Fuller was released in October.
From your list, I would (obviously) drop Grogen, and add Albert Suarez. He came back well from TJS despite limited pitch counts, possible breakout next year. Thomas and Vogt would be my next choices, and lets wait until Bellatti gets out of jail to add him to any lists.

OK I’ll take out Henderson and put in Rodgers. I think Lobaton is pretty boring though. Perez…no…not with rookie ball performance that awful and with the guys ahead of him who will get to the majors much more quickly.
I’m trying to find a balance of interests here, between guys who are interesting fodder for fantasy players and guys who are more interesting to pure baseball fans. it is all a balancing act. I wish I could do 50 players but I just don’t have the room.

+1 to Matt Sweeney.
The great swing and track record of hitting leads me to believe that injuries hurt his results in 2010 more than talent. I fully expect a bounce back year.

Sweeney was pushed a bit fast last year as well as he was only hitting .264 when promoted to AA, where he predictably struggled.

Lara has nice size, Almonte is smallish. But Almonte is younger and pitched vs NY-P hitters, the older Lara was up against Appy Leaguers. Honestly, neither should figure into your final Top 20 list. Just wanted to mention another name.

The guys who jump out at me who I wouldn't typically think of as prospects
are Patterson, Koronis, maybe Fleming, maybe Nommensen and maybe maybe Shane Dyer. Personally, I think Cody Rogers is a major omission. I’d probably put Figueroa in the top 40. Gomes is odd, just because I don’t see much justification for having De La Rosa but not Gomes, since they’re basically the same pitcher.

Probably not
I mean, Hellickson, Jennings and McGee are major graduations, and there aren’t a ton of guys who are ready to make the kind of jump to step into their places. It’s quite possible that four of the top 5 or 6 (those three and Torres) could all lose rookie eligibility this year.

I'm assuming they're going to go with the usual MO
Players who will take slot or close to it early on, a few overslot guys who fit their targeted profiles later on.
High-makeup position players with solid athleticism for their positions, with an emphasis on players from the Northwest. College arms with big fastballs. Raw prep arms that would benefit from a one-level-a-year approach, again an emphasis on players from the western half of the country.
In anticipation of possible hard slotting in 2012, I imagine the Rays (as well as most other teams) aren’t going to be all that worried about spending money in the next draft. I’m expecting tons of overslot deals and lots of prep players with strong college commitments being bought out.

I liked what they did in 2009
which was take some unusually aggressive people with their protected picks. They effective got 1st-round quality players later (Bailey, Glaessman) and still ended up with extra picks in the 2010 draft

Bailey (after getting hurt) or Glaessman weren’t really first round prospects. And I think they had every intention of signing Washington and probably Diekroeger as well when they were selected. They ended up being a couple of unusually bad reads by the Rays.

I would imagine though that at least one of the pitchers gets traded (Garza?)
and possibly Upton as well at some point before or during the season and those moves would most likely bring in more depth. Despite losing those 3 (I doubt unless a string of injuries Torres loses eligibility) the Rays should have some top level talent (draft + Moore, and I would imagine at least 1 guy breaks through as a top 3/4 guy for next year whether that is Beckham, Barnese, Colome)
