Dynasty League Draft Question
I am in a 10 team dynasty league that has its minor league draft coming up for this year. We have major league rosters of 50 players and minor league rosters of 20 players. As such, most of the top prospects outside of the amatuer draft that just took place are gone. Here is a list of what I consider to be the top guys available in my ranking. I'd appreciate you input on my rankings:
Aroldis Chapman, Starlin Castro, Wil Myers, Nick Franklin, Randall Delgado, Mike Mongomery, Max Stassi, Jon Singleton, Arodys Vizcaino, Casey Crosby, Josh Bell, Dee Gordon, Todd Frazier, Jason Kipnis, Jarred Cosart, Zack Stewart, Jordan Lyles, Simon Castro, Drew Cumberland, Wilmer Font, Alexander Colome, Michael Pineda, Ryan Kalish
Any of the players drafted this year are also available. Obviously Bryce Harper, Jameson Taillon and Manny Machado all fit in there highly (maybe even top 3?). Any others out of the draft this year that you would slot in the top 20 overall?

Do you draft just once a year?
Was the last time teams were able to draft minor leaguers June of 2009? If so, Mike Trout is probably available and someone I’d rank higher than every other hitter you listed other than Harper (especially for fantasy purposes). If a draft has taken place sooner than last June, how are guys like Montgomery, Josh Bell, Casey Crosby available with 200 minor leaguers protected in your league?

Our draft
We do draft once a year, always at the end of June, after the amateur draft. I drafted Trout last year in about the 5th round. We hold up to 20 on our minor league roster. Changes happen when you promote someone to you major league roster (which you can do at anytime once the have at least one MLB appearance - you don’t have to promote once they’re in the show but you can) or cut a prospect that isn’t panning out. It is typical to keep a prospect for 2-3 years after you draft them. Before our draft we generally promote who we can and cut those who are no longer worth holding. This year, after promoting Heyward and Smoak this year and Latos and Cahill last year, plus dumping players, I have 9 spots to fill.
So yes, Montgomery, Bell, and Casey are available!

Chapman is the ultimate High risk/high reward
Love the arm but not sure he’ll harness it at all.
Simon Castro (who I’d move up several notches) and Delgado are lower risk.
