If You Could Ask a GM....
If you could ask a major league general manager a philosophical question, what would it be? Keep this general, this is NOT for a specific GM, so don't think along the lines of asking about a particular player or team.

I would be really curious to know how many GM’s have taken a Billy Beane like approach to scouting/player acquisition using sabermetrics and advanced statistics and how many still rely on tools and what their scouts see.

When you consider prospects as part of a deal.....
do you consider opinions beyond those of your own scouting and development staff?
Some of the thought process would be obvious, such as the Angels knowing that Trout is their best prospect, but I’d be interested to know if a GM would consider something like how other teams in their division perceive that prospect (ie. keep them “away” from rivals or conversely, trade a coveted prospect within the division) and especially if they browse a site such as this one for a general/community perspective.

Velocity versus Control
It seems most teams have a bias toward either high velocity power pitchers - who often lack control - or control pitchers - who often lack high velocity power. I’d ask what their philosophy was and why.

True...
though Williams has had a lot more to work with in terms of payroll. I’m actually a White Sox fan, but I certainly wouldn’t argue that Williams is a better GM than Beane. I think the A’s are really on the cusp of something special with their young rotation. Now the lineup, that might be a different story…

Gut feeling
I know that scouting and stats both play into your decision making, but just how much do you rely on your gut feelings before pulling the trigger on a trade or when drafting a player or giving the okay to sign an international player.
If everybody likes you, then either no one knows anything about you, or you're dead.

Weighted Decision
When calling up young players, what portion of the decision is strictly based on immediate, short term team needs and how much consideration is given to the longer term development of the player?
I find this to be particularly relevant to pitchers who are temporarily or permanently converted to relief, such as Chapman, Sale and Mejia this past year, but it relates to position players, too.

I would ask...
how much they look for a prototypical size of a player, height, weight, frame, etc, during draft time when deciding on a player over another player.

When do you decide when to cut bait on a potential asset?
You’ve signed a player — call him Garrett Atkins, or Pat Burrell — and you’ve watched him, and he’s not only hitting .200, but he’s hitting .200 with no power. His swing looks terrible. He’s killing your team.
And yet you know that baseball is a streaky game. You know that the reliever who’s given up 12 runs and six dingers this past week might rack up a scoreless August. That hitter who looked cooked last week might go on a hot streak. Etc.
So when do you do it? When do you cut bait, swallow the balance of Brad Hawpe’s salary and give him his walking papers?

Player conversion
When do you decide to switch a player from their established role? Whether it’s Jonny Venters from starting to relief or Kris Medlen from relief to starting, or Robinson Chirinos from shortstop to catcher or Wil Myers from catcher to the outfield, or switching a player from hitting to pitching or vice versa, like Carlos Marmol or Adam Loewen. When do you decide that a player’s current assignment simply isn’t working, and the only possible way to unlock their talent is to move them to another spot on the diamond or another role on the team?

Rule 4 draft
When going over slot on a player who has slipped due to signability or bonus demands, how do you determine a figure to settle on with him based on your value of him compared to demands? Do you totally take into account projectability and pedigree or is it kind of like buying a lottery ticket?

How much time do you commitment to study what other teams are doing?
I am not talking about scouting their players, rather I am thinking about philisophies. Do you monitor other organizations that are successful and try and take away ideas that would improve your organization? Or do you have a plan and just stick to it? Do you follow the herd on ideas or purposefully try to zig when others are zagging?

change
So much of the game has become institutionalized that change is often difficult to enact. The statistical revolution the game has seen has been a struggle but there are other changes that could and should happen. In what way would you improve your profession or the game of baseball?

Positional Changes
When is it prudent to change the position of a prospect? I’m not talking about moving Bryce Harper to the OF in order to get his impact bat to the bigs faster, but more like why not keep a kid at the more difficult position as long as possible (or until he proves he can’t handle the tougher spot) before moving him? This would apply to moving live arms to the bullpen instead of working him in the rotation as long as possible. Aren’t you doing the player a disservice — ar at the very least diminishing his trade value — by shifting him before it’s absolutely necessary? Maybe a guy like Nick Franklin is a good example?
