Is the Hall of Fame selection process fair?

I was thinking about the KC legend Buck O'neal, who was turned down. Lots of folks around here thought this was wrong, if for no other reason than the fact that Buck has done so much to promote the legacy of the Negro Leagues.

I really don't know what makes a player 'hall-worthy'. I just question the method of having some sports writers make the call. It seems to me that there's a lot of room for personal bias here.

I guess a process like All-Star Team voting wouldn't work, especially for players from small market teams, where the fan base is smaller.

I don't really have a proposed solution, I just like to create 'issues'.

What do you think? If you were dictator, how would you set up the process? Is what we do the best we can do?
