Josh Banks, RHP, New Hampshire Fisher Cats (Toronto Blue Jays)
Banks was a second-round pick in '03, out of Florida International University. He pitched well in A-ball in '04, going 7-1, 1.80 in 11 starts for Dunedin, but had a lot more trouble with Double-A competition, with a 5.03 ERA in 17 starts after being promoted to New Hampshire. Returning to the Eastern League in '05, Banks did much better. His record was just 8-12, but he posted a decent 3.83 ERA in 27 starts, and a K/BB of 145/11 in 162 innings. That's right, 11 walks in 162 innings. I haven't run the year-end numbers yet, so I'm not sure what his K/IP and H/IP look like within league context. Banks obviously has exceptional command. I don't see him as an ace starter, but I can see him being a solid number three-four starting strike-thrower, a Radke type.
