"You're The GM!"

You have been named General Manager of the Tampa Bay Devil Rays.

What do you do?

The owner tells you that he wants this team to contend within three years, at least for the wild card. If the team doesn't as least show significant improvement within three years, your job will be on the line. While you don't quite have a blank check, you can sign some mid-tier free agents, and you have plenty of money to spend in the draft and the international market (you can draft Scott Boras players if you want).

How are you going to structure your roster? Do you move B.J. Upton to the outfield? Who are your untouchable young core players, if any? What will you look for in the draft?
