According to Ben Badler at Baseball America, 22 year-old Cuban lefty Onelkis Garcia has been declared eligible for the 2012 draft.

You may remember that last year, two days before the draft, Garcia was ruled eligible for the draft, only to be removed from the draft just before it began. When he was eligible, there was talk of him going in the first round.
Question: Where does everyone see him going this year? Badler suggest round three, but given his expected draft position in a much deeper draft last year, it seems like he should still go somewhere in the top two. I know very little about him other than what can be found via google, and there seems to be no video.
Also, does anyone actually know why he isn't a free agent, but is entered into the draft instead? It seems like a move that will cost him quite a bit of money, given the new draft caps.
