International Prospects
I have to admit that I know very little about the international signing period that will begin on July 2. Baseball America has stated that they will be reporting about players beginning tomorrow.
I was hoping this community could build a list of players that you know about who are eligible to be drafted and maybe even add a sentence or two about them ( a mini scouting report ).
Have I hit my word count yet . . . yep but barely.

That’s an area of weakness in the organization. So adding him and Bubba would be ideal to top Eibner from last year.

Ronald Guzman
I believe that Ronald Guzman is a good young player, but he is not the best prospect for this year’s July 2nd Class. From what I have heard from different scouts and teams he is the 3rd best Outfielder in the Dominican Republic. The top two July 2nd Prospects both play in the IPL. Elier Hernandez is by far the top prospect this year and Helsin Martinez is #2. This is based on numbers I have heard in regards to what teams are offering and based on what scouts have said. Elier is the most complete 5 tool package. He is coached by Amauris Nina in San Cristobal and plays on the Tainos in our league. Helsin Martinez has really come on this scene over the last couple of months. His power cannot be matched. Some of the rawest power I have ever seen and especially at that age. He is 6’5 and can run. He is from Santo Domingo and coached by Nuve. Ronald Guzman is talented but doesn’t have the explosiveness as the other two do.

There is no draft for International players
The guys who pass the age restrictions are eligible to sign with any team for any amount.

I can find a list of IFA bonuses each of the past few years? Like BA has for annual draftees?

BA seems to be the leader in internationals info but there is nothing I can find in the way of a central source for Intl signings/team.

I’m not necessarily disagreeing, but you think there was a IFA in 2009 that at that time was a better prospect than Josh Bell is now?
The first name that comes to mind from ‘09 is Sano. I like Bell better than Sano, but maybe that’s not the consensus. You also have guys like Profar and Pimental. Profar has blown-up this year, but I think Bell was the better prospect comparing Bell now to Profar then.
Who are you thinking about Jeff in 2009 and then in 2010? (2010 front runner has to be the now named Carlos Martinez. I can also think of Heredia, but that’s all, which shows my lack of knowledge of big-name IFA outside of what the Pirates signed or were involved in (hard to find those guys!).
I’d love to know, because admittedly my IFA knowledge is fairly shaky.

Bell is a good prospect
But let’s not let his asking price inflate his value (like we did with Zach Lee). joegonzo made no such distinction between now and their value at the time, and it’s hard to really differentiate the two at this stage in the game. All we had to judge IFAs on were the handful of scouting reports that come out of the Dominican/Venezuela/&c.
Right now, I would definitely take Jurickson Profar, Gary Sanchez & Carlos Martinez over Josh Bell. I would put Bell on the same tier as Miguel Sano & Cheslor Cuthbert (B grade prospects). Oscar Taveras, Guillermo Pimentel, Luis Heredia, Esteilon Peguero, Adonis Cardona & I’m sure I’m missing others have ceilings that could make them better.

That is true, but I think its useful to compare guys as to what they are at similar points as well as in reality at the actual time. Price has nothing to do with my sense of Bell (like you suggested some people are doing similar to the Zach Lee situation). I personally had him as a top 10 prospect in the draft this year, and it’s so deep that if he was throw into a top 100 list he’d be in the 30-60 range (I know that’s a big range but I’d have to think about it more). I like him better than any other IFA in the last few years, but that’s just my opinion.
Obviously all these players are lightyears away from the big leagues, Bell hasn’t even signed, and who knows which guy will end up as the most successful big leaguer.

Well, you really can't compare them at the same stage
Bell is a US based high school prospect who has been intensely scouted as an amatuer, whereas the IFAs are much bigger unknowns (at least to us who aren’t involved in the process). In fact, Bell is older than most of the prospects I mentioned above (Martinez and Taveras are the two that are older).
I like Bell more than any of the IFAs at the time that they signed too, but that’s just because I know more about Bell than I did with any of those that signed.

I agree to a point...
but we know very little of Bell also at this point. We are comparing tools and projection at this point. Would you take any hitter that has come out of the Latin America the past few years over Bell? I sure wouldn’t. Even Sano, whose body type has been mostly unmatched by fellow Latinos falls short against the athletic, polished, switch hitting Josh Bell. Arguing that we don’t know enough about certain guys to compare them to others is mostly pointless considering even the best prospect evaluators in the country are still mostly dealing in guess work. It is often forgotten we are dealing with actual people instead of names and numbers.
Also, sorry if I wasn’t clear enough. I can see how it would be confusing, considering I only put one sentence. I meant their value at the time of signing with a pro club(assuming Bell signs, which is far from a sure thing). A guy like Profar is clearly ahead at this point.

No, I think we know significantly more about Bell
He’s been through the showcase events and has seen significantly better competition; there’s also plenty of video on him for those not present to look at. With IFAs, we have what? Ben Badler’s paragraph scouting report that comes out right before July 2nd? They’re also a full 2 years younger than Bell. I just don’t think the situations are comparable.
But I do agree, I would absolutely take Josh Bell over any 16 year old IFA, but I think that speaks to the uncertainty surrounding IFAs more than anything.

He’s an international prospect, albeit one that doesn’t have to adhere to the July 2nd signing period.
It's going to take a while
After the “he is, no wait, he isn’t eligible for the draft” shenanigans, they’re establishing his residency in whatever Central American country provides him the best tax shelter. He won’t be eligible to sign until that’s resolved. Well that, and until someone who isn’t a convicted felon/decertified agent is representing him.

I know no one knows for sure because the Cubs are all special ops secret lately but...
think they’ll be big players this year? How are the Asian countries with prospects this year? The Cubs usually like to find talent there.
