General Draft question

I know this may sound like a silly question. I know that the first year player draft is known as the "Rule 4" draft, and the draft of certain players not protected from the roster during the winter meetings is known as the "Rule 5" draft. My question is, are there drafts for Rules 1-3? I know this may be a silly question, but I was just curious if there was a reason behind the numbers to the draft. Thanks

Rule 1: Circuits. I think this has to do with what constitutes a "league" or some such, but I'm not quite sure.
Rule 2: Player Limits and Reserve Lists
Rule 3: Eligibility to Sign Contracts, Contract Terms and Contract Tenders
Rule 4: First Year Player Draft
Rule 5: Annual Selection of Players
etc.
