Separate the HS Pitchers.. aka MOD Jays #2

PrintThere's a bunch of HS pitchers in the 10-20 range. The Jays pick at 16 and 21 and I'd like to separate the group of pitchers in that range. So, who's at the top and why?
I've excluded Porcello, Aumont, and Parker as I expect they'll all go in the top 10 (and at the very least before 16).
