Clarification of an Amateur Draft Concept

I am curious, I thought I remember reading or hearing about a rule that disallowed the trades of players taken from the MLB Rule IV (Amateur) Draft for up to a year.   There was a way around it meaning you had to name the PTBNL which gives a team 6 mo to name the player that is being traded from one team to another.  Is this incorrect, or does such a rule exist?

I figured this was the place to ask it, there was no general diary to throw it in as a comment, and I kinda wondered about it.. Is there a place where I could find a rule in the MLB rulebook about it?

PTBNL
i'm not sure of the 6 months part for PTBNL, but that is a way around the rule.  That's how Bonderman was included in the Weaver trade, since he'd been signed less than a year at the time of the trade.
