Fantasy Baseball Question

Currently there are a number of good, young SP's available on Waivers in my fantasy league.  The top two are Lester and Billingsley.  I have #2 waiver priority, but the #1 guy is not active when it comes to add/drops.  From having spoken to other GMs, if I pick up Lester, there is no chance of me landing Billingsley.  However, if I land Billingsley, I might be able to get someone like Jackson of Milwaukee who may fall through the cracks and become a Free Agent.  This leads to the central question:  Should I pick up Lester or Billignsley?

Lester
I would pick up Lester over Billingsley. Alot of top Dodger pitchers have come up in recent years over-hyped and have failed. Don't get me wrong, I still love Billingsley. But with a gun to my head, and I could only grab one...I'd take Lester

Homer?
I agree, Loretta is best 2b in the game, to go with Lowell, Manny, Crisp and Nixon each the best at their respected position.

I hate
this arguement: "Alot of top Dodger pitchers have come up in recent years over-hyped and have failed."

So... Chad is going to realize that pitchers that came up before him have struggled in his organization so he'll just say to himself "I better suck, because everyone else has in the Dodger system?"  Chad's stuff and minor league numbers speak for themselves, the past of others has nothing to do with him. Yeah, it's the same organization, but different people were in overseeing Chad's development.

Forgot to say...
From a fantasy standpoint, I'd take Billingsley in a New York minute over Lester.  He pitches in a great pitchers park in the NL West.  Lester has to face a DH and teams like the Yankees and Blue Jays.

Control problems
Besides having to face New York and Toronto in half his starts, Lester also displayed control problems in the minors, not a good combination. I don't think Lester is ready for the majors yet, I'll take Billingsley by a long shot.

Is there really a question?
Billingsley is a far superior prospect to Lester, it's not even close.
