well, I wouldn't say terrible, at least in terms of th past few years, though you are right about the drafts from 1993-2002. Anyway, I think its good to go over what picks we actually have first:

I haven't done much research, but here are a few guys that I like:

Matt Latos - A righty out of florida, latos throws a fastball in the low to mid 90s, a slider in the low 80s, and a curve in the low 70s, all with good command. I like that he's a high school pitcher with polish, much like Phil Hughes, and that speed differential can make for a mighty weapon, and thats enough to make him my first rounder.

Jordan Newton - A Division I (Western Kentucky) catcher who hits for big power with discipline and is, by all accounts, excellent defensively? I think he'd be a great second pick, but looking at the various draft rankings, he might be available with the 3rd pick, which would be a steal.

Newton looks like someone who can hit.  What about getting guys who are considered first round talents but fall due to signability issues.  Who are some of the guys who are asking for a ton of money?
