Is he officially done?  I know that the only team that offered him a contract was the Nationals, but has he put through all of the paperwork to join the "retired" list officially?

I think we all know that he was done about 2 years ago, but that's not what I'm talking about.

Feel free to use the rest of the space for building up his case for Cooperstown or knocking it down to keep him out.  But if someone could throw in the answer to the question first, I'd appreciate it.
